Board Members

Bill Holland, Chairman

January 2014 - December 2017

Bill Holland has over 40 years of experience working in the architectural design and engineering profession. Thirty of these years were spent in the City of Los Angeles, Department of Public Works, where he served as City Architect; the balance of his career was spent consulting in the private sector. Holland has been a resident of Peachtree City since 2004.

John Dufresne, Vice-Chairman

January 2016 - December 2020

John Dufresne is retired from the U.S. Army. He served 25 years as an Infantryman in the enlisted and commissioned ranks. He was the owner of a small business, Shred Box, Inc., for 14 years. He was educated at the U.S. Military Academy at West Point, but received his Bachelor of Science in Liberal Arts degree from the State University of New York.

Frank Ward, Secretary-Treasurer

August 2016 - December 2018

Frank Ward joined the PCWASA Board in 2016, and within a year was selected by his fellow Board Members to serve as PCWASA Secretary-Treasurer, beginning in 2017. Ward has been a resident of Peachtree City since 1994. Currently, he is the Federal Programs Manager for McDonough Bolyard Peck, Inc. (MBP) in Atlanta, where he also worked as a Senior Construction Manager and Branch Operations Manager. Mr. Ward served 16 years in the U.S. Army Corps of Engineers, following graduation from the U.S. Military Academy in West Point.

John Oakey, Member

January 2017 - December 2021

John Oakey is the newest Member of the PCWASA Board of Directors. Mr. Oakey has professional experience in major business development, inventory control and sales. In addition, his work experience includes contract sales negotiations and administration, along with data management and technology development. Since his retirement in 2010, Mr. Oakey does occasional consulting, mostly on data management issues. He also is a retired Captain in the U.S. Army, and he has been a resident of Peachtree City since 1983.

Bob Grove

January 2018 - December 2019

(Fulfill Phil Mahler's Term)

One of the newest appointments to the PCWASA Board of Directors, Member, Robert "Bob" Grove brings years of management and professional experience to this policy board. Now retired, Mr. Grove was a pilot in the U.S. Air Force, prior to a career in customer service for Delta Air Lines. He has been a resident of Peachtree City for 36 years. Mr. Grove also has strong community ties, including his involvement as a Captain in the Community Air Force Dixie Wing.

Position Open, Alternate

While the PCWASA Alternate is not a voting Member of the Board, he/she does participate in all board meetings, equally involved in discourse and discussion of policies and issues.
